CS Duale Reiterates Government's Commitment to Restore Public Trust in Health Institutions

DUALE REITERATES GOVERNMENT'S COMMITMENT TO RESTORE PUBLIC TRUST IN HEALTH INSTITUTIONS 

Health Cabinet Secretary Hon. Aden Duale has reiterated the government’s commitment to restoring public trust and strengthening safety within Kenya’s health institutions, following the recent tragic incident at Kenyatta National Hospital (KNH) that exposed serious security gaps across public health facilities.

Speaking during a bilateral meeting with the leadership of the Kenya Medical Association (KMA), led by President Dr. Simon Kigondu, CS Duale emphasized the Ministry’s resolve to ensure the safety and dignity of patients in line with the Taifa Care model, which places people at the centre of care delivery.

“We are taking decisive action to ensure the safety of everyone within our healthcare institutions,” said the CS, noting that restoring trust requires coordinated reforms and heightened standards across the board.

CS Duale reaffirmed the Ministry’s support for professional self-regulation and recognized KMA’s crucial role in continuing medical education, peer oversight, and upholding ethical practice. He stressed the need for such responsibilities to be exercised transparently and in the public interest.

He invited KMA to recommend qualified specialists for appointment to the Kenya Medical Practitioners and Dentists Council (KMPDC) Panel of Experts—key technical teams that support examinations, disciplinary reviews, quality assurance, and regulatory development.

The CS also highlighted Cabinet’s recent approval of the Quality Healthcare and Patient Safety Bill, 2025, describing it as a landmark move to curb impunity and medical malpractice. The Bill proposes the establishment of an independent Quality Healthcare and Patient Safety Authority to enforce standards, protect patient rights, and drive accountability.

Additionally, he updated the meeting on the Ministry’s receipt of the report from the Independent Investigative Committee on Cell, Tissue, and Organ Transplant Services, and assured stakeholders that its recommendations are under active review.

CS Duale commended KMA’s continued engagement in health policy reform, professional ethics, and advocacy, describing the Association as a vital partner in shaping a responsive and ethical health system. He also congratulated Dr. Jacqueline Kitulu on her historic election as President of the World Medical Association—an achievement that places Kenya at the forefront of global health leadership.

The meeting was attended by Principal Secretary for Public Health and Professional Standards Mary Muthoni, Director General for Health Dr. Patrick Amoth, Technical Lead – Health at the Presidential Economic Transformation Secretariat Dr. Thuranira Kaugiria, Acting CEO of the Digital Health Agency Eng. Anthony Lenayara, and KMA CEO Dr. Brenda Obondo.
